12-hour KK bandh passes off peacefully

ITANAGAR, June 24: The dawn-to-dusk Kurung Kumey bandh called by the All Nyishi Students Union (ANSU) passed off peacefully on Monday. ANSU has observed the bandh as its first phase of agitation in favour of its demands for immediate termination of the officers allegedly involved in mismanagement of fund meant for the constructions of ST girls’ hostels under Palin circle in Kurung Kumey district.  

 “ANSU has given sufficient time to the state Govt to act on this matter but there was no single action taken by the concerned authority against the erring officers,” said ANSU General Secretary Nyanya Gollo to a newsperson. He further informed that ANSU will launch its second phase of agitation in the form of 24 hours capital bandh  soon if the state Govt  fails to pay heed to its demands.

ANSU president Byabang Joram informed that “the District Students’ Unions (DSUs) and four Branch Students Unions (BSUa) of Kurung Kumey district have supported the bandh.  He reiterated ANSU’s demands for immediate termination of the officers involved in the misappropriation of fund.

 

Home Minister urges police to intensify vehicle checking

ITANAGAR, June 24: Continuing his effort to make Capital Complex crime free, Home Minister Tanga Byaling has directed the SP to ensure checking of all vehicles irrespective of any class or position.

It has been reported that some UG/miscreants are using red beacon lights and even pilot/escort team in the police uniform and easily crossing the check gates, which is a great concern for all of us. It is also reported that some anti-social elements carry weapons/arms illegally during their movements at night to execute their illegal activities in and around the capital city. The Police sometimes get confused over such situations and for which we need to strictly check the use of red beacon lights etc by unauthorized persons/elements for the overall safety of the State, he said in a press release.

This ever growing trend of crimes needs to be checked, for which, some stringent measures are to be adopted and put in place in order to ensure the safety of the inhabitants, he held.

He further sought cooperation from all the cabinet members and legislators to cooperate with the new measure.

 

‘ALG works not in conformity with plan’

ITANAGAR, June 24: Akang Koj Anchal Samity Member Koj Millo has alleged that the drainage system of Advance Landing Ground (ALG) at Ziro has badly damaged paddy fields and vegetable gardens of near-by areas as the construction was not in conformity with plan.

Recently, sudden release of over-flowing water through the drains damaged crops and security fencings of seven families. This kind of man-made flood-like situation is not only incurring heavy losses to the farmers but also causing loss of soil nutrients, the ASM said.

Holding the construction agency’s negligence and irresponsibility for it, the ASM on behalf of the affected families/persons demanded adequate compensation for the loss.

The ASM suggested the construction agency and the authority concerned to construct the drainages or channels up to the Kiiley River for future safety and protection.

 

Water supply pipeline to Naharlagun damaged

ITANAGAR, June 24: Informing that the main water supply pipeline for Naharlagun township was damaged near youth hostel road last night following torrential rain, Councillor of Itanagar Municipal Council ward no. 27, Taba Takia has urged the PHE department for its early renovation.

While also claiming that the road from Forest Colony to Rakap Colony was damaged which was then repaired by the local residents, he further asked the PWD department to renovate the road.

 

2nd APSFC function

ITANAGAR, June 24: The 2nd Arunachal Pradesh State Finance Commission is scheduled to submit its report to the Governor tomorrow (25th June) at 4pm. But with AAPSU going ahead with its bandh call, it has been rescheduled for 6pm tomorrow.

However, incase the bandh is called off, the programme will be held as scheduled earlier, said an official release from Chairperson, Arunachal State Finance Commission.

 

UGC JRF-NET exams

ITANAGAR, June 24: The UGC JRF-NET Examination on June 29 will be held in the two examination centres--Rajiv Gandhi University (RHU), Rono Hills, Doimukh and NERIST, Nirjuli.

While the subjects of History, Political Science, Assamese and Management will be held at NERIST the rest will be held at RGU.

ASCYA seeks clearance of road blockade

ITANAGAR, June 24: The All Silsango Circle Youth Association (ASCYA) has requested for immediate clearance of road blockade from Parang to Silsango and Ambam to Silsango.

In its letter submitted to the Executive Engineer, PWD, Sagalee Division, it said, due to the blockade common public of the area are facing tremendous problems. Besides this, evacuation of emergency medical patients is greatly hampering due to road blockade.

 

AEKSU demands release of lapsed quantities of APL rice

ITANAGAR, June 24: The All East Kameng Students’ Union (AEKSU) has demanded an early release of the lapsed quantities of APL rice for the East Kameng district.

In its one point memorandum to the general manager, FCI, it said, there is no buffer stock of PDS rice in the district as with the current monsoon season there is high possibility of road blockade.

It claimed that the district has been facing acute shortage of food grains since January last.

It has been happening due to lapses of monthly PDS good grains allocation to the district by the department, the letter further added.

 

BJP challenges disqualification of ASMs

ITANAGAR, June 24: Arunachal Pradesh unit of Bharatiya Janata Party (BJP) in a release said that it has filed a writ petition in the High Court challenging the notification disqualifying Anchal Samity Members (ASMs) from Chetan and Giba Anchal Samiti Block along with their chairpersons by the Upper Subansiri Deputy Commissioner.

BJP said that the ASMs had defected from the INC with two-third majority and their merger with the BJP was duly recognized by the Member Secretary of Anchal Samity.

The Deputy Commissioner, by notifying the disqualification order against the ASMs despite having defected with two-third majority, has violated the provision of Arunachal Pradesh Local Authorities (Prohibition of Defection) Act, 2003, the party claimed.

 

Anti-malaria month observed

ITANAGAR, June 24: Lohit District Vector Borne Disease Control (DVBDCP) in collaboration with 25th Bn Indo Tibetan Border Police (ITBP) Force deployed at Tezu and RNTCP Tezu conducted an IEC and BCC on vector borne diseases, HIV/AIDS and tuberculosis at the ITBP camp today.

Various modes of transmission of vector borne diseases with special focus on malaria and dengue and their preventive measures were explained to the participants in details through PowerPoint by the resource persons.

IEC and BCC materials related to vector borne diseases were also distributed among the participants.

Organization seeks ouster of DDSE

ITANAGAR, June 24: Alleging that DDSE West Siang is involved in fund misappropriation, The West Siang District Social Welfare Organization has sought his ouster from the post of DDSE.

In its letter addressed to the DC, it said, his action reflects his incompetence to serve as DDSE, not only in West Siang but the entire state.

The organization claimed that the DDSE made transaction of Rs 4, 26, 33, 932 in favour of two of his staffs from his personal account during elections violating model code of conduct.

Its other demands include setting up of a committee to audit the expenditure of the amount mentioned, to charge the two staffs also for misconduct and their dismissal, FIR against the trio for misconduct, termination of any work/scheme/supply order/tender made during the elections and cancellation of further clearance of any cheque, demand draft etc issued from the office of DDSE, Aalo since the day from the model code of conduct for both the elections was in effect to till date.

The organization has also written to the secretary education requesting the same.

State seeks fiscal stimulus package from 14th FC

ITANAGAR, June 24: The 14th Finance Commission Chairman Dr. Y V Reddy said that the Commission has keenly noted the issues and challenges highlighted by the State Government and the demand for special dispensation for addressing the development needs of the border state. Reddy was speaking at a meeting of the 14th Finance Commission with State Govt. at Banquet Hall today. Reddy also commended the goal of Vision 2020 envisaged by the State Government focusing on key sectors viz. Education, Power, Tourism, Agriculture and allied sectors.

Further observing the huge responsibilities shouldered by the state Government in terms of being main employer due to lack of other economic activities in the state, its border status affecting access to external funding, short working season affecting timely implementation and progress of development projects, the scattered population and cost of conservation of forest resources, the sizable forest coverage and its contribution to the country and the loss of revenue due to Supreme court ban on timber operations, connectivity and other issues, Reddy said that despite all these challenges the progress is being sustained. He further said the Commission has also noted the request for significant increase in grant devolution and state specific needs.

Earlier, Chief Minister Nabam Tuki projecting a total proposal of Rs. 85001.16 crores as grant in a memorandum, pleaded the Commission for special recommendation for a fiscal stimulus package for the state in tiding over the fiscal challenges because of the gap in the Non-Plan Revenue Deficit Grant recommended by the 13th Finance Commission and the actual expenditure, which is an inheritance from the Union Territory days. As a major chunk of non-plan expenditure is on salary and wages, Tuki apprised that the implementation of the 6th Central Pay Commission package to the state Government employees along with arrears, enhanced DA installments, up-gradation of all Group-D employees to Group–C and MACP Scheme for all employees contributed to the enhanced salary bill. “The actual gap for the 13th Finance Commission period is estimated to about Rs. 6799 crore during 2010-11 to 2014-15 (13th Finance Commission award period).

Seeking for the continued support of the 14th Finance Commission for accelerating the pace of development in the hilly state, the Chief Minister informed that as per the CAG Report on State and Union Finances for 2011-12, the state’s per capita expenditure on social services, health, education, agriculture, transport and rural development has been rated as one of the highest in the country.

Tuki also informed that concerted efforts are being made in various areas for improving the fiscal position of the state through fiscal discipline measures, steps to increase the tax and non-tax revenue of the State, institutional reforms. The tax revenue has grown from Rs. 98 crore in 2007-08 to Rs.442 crore in 2013-14, registering a growth of 220%. “ As envisaged by the 13th Finance Commission, to carry forward fiscal consolidation, the State of Arunachal Pradesh passed the Fiscal Responsibility and Budget Management (FRBM) Act in 2006 and the amended in 2012,” he added.

“Because of its poor resource base, being a Special Category State, my state is soley dependant on Central Assistance for Plan Investments”, he said.  The CM further said constraints like lack of private investments, a weak market economy, inadequate infrastructure and poor physical connectivity are factors which constrain the generation and augmentation of State’s own resources, further aggravated by Supreme Court ban on Timber operation and suspension of coal mining in the Central Government.

Pointing out the ecological service provided by the 82% forest cover, as a major carbon sink and in mitigating global warming, he sought for rewarding and also compensating by providing a special fund for the loss suffered due to conservation. Apprising that hydro-power potential of the state can meet up 40% of the nation’s energy demand, Tuki informed that one of the major constraints in this sector is the inability of the state to contribute equity in the projects where the state share ranges from 11% to 26%, while projecting the overall equity requirement is Rs.13,000 crore. He added that hydro- power sector is a revenue generating sector which an make the financially self-sufficient.

Other members of the 14th FC also put forward their views and suggestion.

Health Minister Kalikho Pul, Agriculture and Horticulture Minister Chowna Mein, Minister Power Tanga Byaling also put forward their views. Chief Secretary Ramesh Negi  in his address said that Arunachal Pradesh has been a late starter in development process and its geographical bottlenecks has hindered development initiatives. Infrastructure, connectivity, transportation and power are one of the key thrust areas.

Senior Officers of respective departments - Sonam Chombay Secretary Planning, Joram Beda Secretary Tourism, J Ringu, Director Disaster Management, Addl PCCF Yogesh, Kaling Tayeng Secretary Power, and CE PHE Toko Jyoti through Power Point Presenations, gave an overview of the initiatives and requirements to take forward these key sectors.

Later, the Commission also met members of PRIs and Urban Local Bodies and took their views. The PRI representatives highlighted the need of sufficient fund for creation of infrastructure and manpower. The representatives of Urban Local Bodies Chief Councillor Itanagar Higio Aruni and Chief Councillor Pasighat aslo sought for untied fund and one-time grant for the ULBs for carrying out various activities for maintaining cleanliness and greenery and other urban amenities adding that they were facing teething problems. Reddy calls on governor

ITANAGAR, June 24: The Chairman of 14th Finance Commission Dr Y V Reddy called on the Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma at Raj Bhawan here today. They had a threadbare discussion on need for strong recommendation for inclusive and equitable growth of the state.

In the meeting, the Governor highlighted the various aspects of developmental activities and potential of the state. He urged upon the Chairman to recommend for better financial input, to enable the State of Arunachal Pradesh in enhancing its pace of development and at the same time facilitate in harnessing its vast potential.  Reiterating the need for development in the border areas, the Governor emphasized for adequate resources and fund to ensure that basic necessities reach to the people in those areas.

The Governor also highlighted the potential of the State in hydropower, tourism and horticulture, which he termed as wheels of development for the state.

The Chairman was accompanied Sushma Nath and Dr. Sudipto Mundle, who are members of the Commission.

Govt move to ensure office attendance during bandh

ITANAGAR, June 24: Chief Secretary Ramesh Negi through an official order directed that all Secretaries, Commissioners and other Heads of Departments should ensure attendance of all officers and staff on Wednesday despite a 12-hour Capital bandh call given by a certain organization on the same day.

A standing order has already been issued directing all the Principal secretaries, Commissioners,  Secretaries  and HODs  to ensure attendance of office by officers and staff during such bandh calls, the order said.

As per order of the Supreme Court dated 12th November 1997 in civil Appeal No. 7728-29 (CPI vs Bharat Kumar and others) calling of bandh and enforcing it by any political party, organized body or association is violative of fundamental rights of citizens in addition to causing national loss and hence unconstitutional and illegal. “This being the position of law on the subject, please ensure that all officers and staff attend office on such bandh call,” the order added.

Necessary instructions have also been given to district administration and police authorities to provide security to office goers.

Meanwhile, the Deputy Commissioner Itanagar Capital Complex Mige Kamki in exercise of power conferred upon him under Section 144 Cr PC has declared the proposed 12 hours capital bandh as illegal within the territorial jurisdiction of Itanagar Capital Complex vide an executive order.  Such bandh calls cause untold hardship and miseries to the common man, particularly wage earners, business communities, patients, etc, besides creating serious law and order problems and necessitating deployment of police, magistrates and logistics, which involves huge government expenditure, the  order said.  The administration also directed the bandh callers to abstain from any act that may affect right, liberty, safety or security of common citizens or that may cause public disturbance of the public peace and tranquility or may cause a riot or affray.

The SP, Itanagar is also directed to take all necessary preventive steps to ensure that no such “Bandh” takes place and if anybody is found to be violating this order, action may be taken against them as per provisions of law.

In  another executive order, the Deputy Commissioner  has further banned carrying of weapons like dao, knife, khukri etc and licensed  firearms by any person(s) on the bandh call day (25th June). DIPR/DIPRO

 

 

Imbibe spirit of work culture: Bagang

ITANAGAR, June 24: Parliamentary Secretary (Fisheries) Karya Bagang, exhorted the officers and officials of Fisheries Department to imbibe the spirit of work culture.

Addressing a coordination meeting of fisheries department here yesterday, Bagang exhorted the officers to work in a team spirit for the welfare of the farmers and all round development of the fisheries sector. While assuring her all support, she encouraged the officers to come out with new and innovative ideas suiting local condition and utilizing local resources.

She assured to place all the grievances of the department as highlighted during the meeting before higher-ups and expressed her full confidence that all will be sorted out.

The Parliamentary Secretary reviewed implementation of various projects and schemes under the department during the previous financial year. Earlier a PowerPoint presentation was made highlighting different activities of the department with physical and financial achievements in a comprehensive manner.

Addressing the officers, Secretary Fisheries Dani Salu advised the officers to stick to the rules and regulations, develop work culture. He urged them to rededicate themselves in the service of farmers and make this department vibrant and resourceful.

Director of Fisheries J Taba also spoke on the occasion.

Develop mechanism to plug revenue leakage: Parl Secy

ITANAGAR, June 23: Parliamentary Secretary (Tax & Excise) Tapuk Taku suggested the officers of Tax & Excise Department to develop a mechanism to plug the revenue leakages for enhancing revenue collection.

Tax and Excise Department being a vital and backbone department for revenue generation needs a foolproof mechanism to prevent pilferage of revenue, Tapuk said while attending a day-long conference of the officers of Tax and Excise Department here yesterday.

Saying that he was happy to be a part of the conference, Tapuk said that such meeting will encourage and motivate the officers to perform better and equip them with the knowledge of basic provisions of Tax laws.

Chairing the meeting, Secretary cum Commissioner, Tax & Excise Marnya Ete briefed on matter related to excise and VAT and the duties and responsibilities entrusted to the officers. He exhorted the officers to be very sincere, committed and vigilant in revenue collection.

Assistant Commissioner, VAT Tapas Dutta and Superintendent, GST and Computerization Kingman Komut gave and overview of the department and revenue collection through PowerPoint. Both of them briefed the need and advantage of computerization under MMPCT in order to increase revenue collection and tax administration.

 

 

AdiSU demands early construction of drainage at Pasighat

PASIGHAT, June 24: Expressing strong resentment over the deplorable road condition in and around Pasighat town, Adi Students’ Union (AdiSU) has demanded the State Government for early release of fund for renovation of roads and construction of drainage in the township.

AdiSU recently submitted a representation to Executive Engineer of PWD, Pasighat division and East Siang Deputy Commissioner seeking their initiative for early execution of the RCC road with drainage at Pasighat.

The state government sanctioned an amount of Rs 10 crore for "Construction of RCC road in Pasighat town" and accordingly invited tender for the works during March this year. But, the work is not yet started causing concern among the local people.

Longer stretch of the town road from Pasighat market to Mimir chariali is in deplorable condition causing great hardship to the commuters as it is lying un-repaired for last several years. The large potholes filled with muddy water during rain gives harrowing time to the cab drivers.

 

 

ACCI-led team seeks FC’s support, Reddy assures fiscal compensation

ITANAGAR, June 24: The 13-member 14th Finance Commission team led by chairman Dr YV Reddy today assured to grant fiscal compensation to Arunachal Pradesh which has been suffering from chronic communication problems and various developments snags.

His assurance came after being impressed by the presentations of the entrepreneurs led by Arunachal Chamber of Commerce Industries (ACCI) chief advisor Pradeep Kumar, general secretary Tarh Nachung, I&P secretary Toko Tatung, SMS Group of Industries executive director Indra Sarma and entrepreneur Dr Tasso Mallo.

While Kumar through a PowerPoint presentation punctuated by pictures reflecting telltale details of the state’s communication hazard and various developmental problems and pleaded that the state’s huge untapped natural resources, vast unused land mass and unutilized manpower should be tapped to contribute to nation’s GDP.

“The state boasts of India’s highest hydropower potentials (58,000 MW), oil reserves trapped in coal deposits in the state and Assam can produce 140 million-tones oil per year to sustain India’s fuel need for the next 100 years (according to ex-geologists & CMD of OIL Chudamani Ratnam and confirmed by Union Petroleum Minister Mani Shankar Aiyer on 10-11-05 at Itanagar)and one of the eight global biodiversity hotspots with India’s highest forest cover (82%) - over 50,000 sq km of moderate to very dense forests equivalent to 550 million cubic metre growing stock or living assets or 2000 million metric tons of carbon dioxide - serves as one of the major ‘carbon sinks’ or ‘lungs’ of the globe.

“This amply explains the potential of this hidden Himalayan state which is yet to get New Delhi’s attention as the ‘Look East Policy’ evolved in 1991 remained in limbo as the GoI looked at the policy through ports but not through the roads for which Arunachal did not benefit.  China has already evolved ‘Look West Policy’ in November 2012 to neutralize Indian policy.

“New Delhi needs to go for paradigm shift in fund allocation to honour the most patriotic citizens of India who greet each other by Jai Hind,” Kumar said to drive home his point.

Describing the present meeting as unprecedented, Tatung hoped instead of giving dustbin treatment to ACCI presentations, this time the EFC would give unprecedented recommendations.

“The GoI has been giving the NE region, particularly land-locked Arunachal step motherly treatment since 1947 for which industrialization could not take place. The GoI’s tax barrier paralyzed the age-bold border with the neighboring countries which has over 400 million consumers. When the transportation of every material from mainland increases the cost by 60%, the NE could procure materials from its neighboring countries at lesser cost and revival of trade ties would boost its economy,” said Tatung, who wondered if the Arunachalees were second class citizens?

The GoI should stop looking at Arunachal from defence prism for developing the border areas, he said and called for reopening the Stillwell road through Pangsau Pass to link India via Changlang district of Arunachal to rich South East Asian nations to translate the Look East policy into a reality.

The buffer zone created by New Delhi has caused more hardship to NE, Arunachal, Tatung reasoned and called for a serious re-looking of the NE Industrial Policy to reverse the past mistakes. Or else no policy would bring the turnaround, he said with conviction.

This elicited appreciation from Dr Reddy and FFC member Prof Sudipta Mundle.

While Dr Mallo stressed on development of fast communication system, Sarma cited the example of one of its industrial unit started two years ago at Jung getting closed for communication hazard, while the NE Tax holiday scheme, income tax and octroi relaxations were for name sake in paper only that reversed industrialization.  

 

 

Wildlife authority rubbishes buffalo hunting report

PASIGHAT, June 24: The authority of Daying Ering Memorial Wildlife Sanctuary (DEWLS) rubbished the allegation leveled against them for death of a wild buffalo inside the sanctuary by a local NGO.

The Divisional Forest Officer of DEWLS, Tashi Mize, who is conducting inquiry into the death of the animal, framed charge against the functionaries of Daying Ering Wildlife Foundation Eco-Development Society (NGO) for allegedly trespassing in the sanctuary in the name of searching for the death animal. He summoned three NGO functionaries and sought reply from them as they did not take any permission from the sanctuary authority to enter into the sanctuary.

He questioned the NGO members as to how they could locate the carcass of the animal inside the sanctuary without taking help of the department.

The forest officials further alleged that the NGO, instead of assisting the wildlife department, acting against the officials with a malafide intention.

According to the officials, the cause of death of the animal cannot be ascertained without conducting a thorough inquiry.

Meanwhile, the Range Officer (WL), Borguli lodged an FIR with Mebo Police Out Post accusing the NGO functionaries of trespassing in DEWLS. However, police has not yet registered any criminal case against the accused persons. Police have inquired the case and found no deliberate cause to believe it as trespassing.

On the other hand, the Wildlife Officials with the help of police nabbed one hardcore wildlife poacher with a 12-bore SBBL gun from Anchalghat portion of DEWLS on May 25.

Police registered a case (No- 14/2014) in Sille-Oyan PS against the poacher and subsequently remanded him into judicial custody. Police also arrested the owner of the gun. Later, he was released on bail.

Secondary School, Nomuk was held under the chairmanship of Yaami Nomuk, President, Block Congress Committee, 27th Liromoba Assembly Constituency at Community Dere on June 20.

The key issues and problems faced by the school were discussed in detail and resolutions were adopted for betterment of the school in the meeting.

Restriction on issue of school leaving and transfer certificate except on unavoidable condition, school and hostel rules and regulations, academic improvement, introduction of detentions system, infrastructural development in the school were some of the main issues discussed in the meeting.

Yaami Nomuk appealed to the SMC, SDMC members and parents to extend their full cooperation to the Headmaster and also requested the Headmaster to make the school a role model in the district.

Pokdey Yomgam, Headmaster, highlighted the aims and objectives and problems faced by the school.

Six blackboards, one laptop, 150 school bags, wiring materials, incumbency chart, five plastic chairs, ceiling/stand fans, cash amount for meritorious students, bench and desks, land measuring 5000 sq.m, 4500 sq.m and 5300 sq. m, were donated to the school by various persons and well-wishers. Learn from mistakes

The report about power supply to East and West Kameng districts getting disrupted due to heavy landslide is matter of concern to every Arunachalees. According to the news report tower of 132kV Khuppi Feeder has been damaged near Ziro Point area leading to complete blackout in the two districts. It is believed that restoration work will take 10 days time. In such situation ordinary citizens will be the worst sufferers.

Every year during monsoon season, road and other important infrastructures gets damaged. It has become almost a routine affair. However what is most astonishing is that concern agencies never seems to take any precaution to combat monsoon fury. The entire works department in collaboration with disaster management department should prepare proper road map to tackle the situation arising out of monsoon effect. It is seen that whenever any crisis arises, department does not seem to have any contingency plan. Due to this ordinary citizen suffers a lot. It is time government learns from their past mistake and takes some concrete steps.

Dear Editor,

The  APTET/CTET qualified candidates appointed as SSA Teacher in an interview conducted by the SSA Rajya Mission, Itanagar on 21st and 22nd February 2014 are awaiting further order.

Rajya Mission directed the selected candidates to report to the office of the  State Project Director, SSA Rajya Mission, Itanagar for collection of their posting order at the earliest. However, the Mission is yet to give the appointment letters and posting orders to all those who have qualified.

All the qualified candidates are staying back in the capital for the last one week to collect their appointment letter.

Schools have already opened and classes started. So the teachers may be given further order so that they are able to reach their destination at an early time.

We are eagerly waiting to get the posting order at the earliest.

We are salvaging the trees

Dear Editor,

While referring to the News Item “Timber operation in reserve forest under public scanner” published in The Arunachal Times dated 22nd June, 2014, the Divisional Forest Officer (T), Pasighat would like to clarify that the department is carrying out wind fallen logging operation in Pasighat RF in which 415 trees were either uprooted or top broken by the Cyclonic Storm of 20/04/2014. The department concerned is carrying out salvaging operation of the said trees using limited men power and resources as directed by the Principal Chief Conservator of Forests, Itanagar vide letter No.FOR.249/IND/2006/798 dated 09/05/2014.

As per the transparency is concerned, the said operation is 100% transparent since undersigned have intimated about the operation to the District Administration vide letter No.PFD/8-58/IND/713-16 dated 02/05/2014 and Deputy Director of Industries for allotment of temporary depot for the said logs in the Industrial Estate Complex, Pasighat vide letter No. PFD/8-58/IND/2014/1621-23 dated 20/06/14 Further, my higher authority, the Chief Conservator of Forests, Central Arunachal Circle, Pasighat is physically monitoring the logging operation of the wind fallen trees at Pasighat RF constantly. After these efforts by the undersigned, anybody who is questioning about the transparency is making a fool of himself/herself in my opinion. It is also surprising that how an educated correspondent can believe in mere hears and says of the public without verification of the fact and published the matter in a daily News Paper.

Regarding indiscriminate fresh felling of trees is concerned; it is not a fresh felling but top broken trees which will decay in due course of time if not salvaged in time. Obviously, the quantity of logs will be more than the number of trees because from a single uprooted/top broken tree 3 to 5 logs are sectioned out. It would have been better that before airing something about the one sided hearsays, the correspondent should have at least make a field visit or contacted any appropriate officer of Pasighat Forest Division.

Regarding flouting the legitimate rules is concerned; the department of Environment and Forests can carry out entire wind fallen logging operation by itself since these operation involve technical knowhow for recording LMB, TMR, Marking, Piece Marking, Figuring, etc. Those people who belief that they are being kept in dark by the department can check and see all relevant documents in connection with this operation from office of the undersigned.  

In the last paragraph, the correspondent clearly mentioned that “the DFO (T) Pasighat was not available for comment or to give official input”, then how come he/she publish such an important official matters without contacting any of the appropriate or competent authority of this department?  This act clearly indicates his/her malicious interest in the matter.

By publishing such an unauthentic, false and defamatory comments against the department, the correspondent is making himself/herself liable for defamatory suit against himself/herself.

Disappointing power supply

Dear Editor,

I was disappointed to read about the power failure in West Kameng which is likely to last for 10 more days.

I have lived Dirang for more than 15 years and it was an awesome experience to live there, but the power scenario in such a state which is probably capable of giving electricity to other states is indeed discouraging.
